This might make sense if I understood how dhclient worked. Since dhclient doesn't run as a daemon on CentOS I don't understand what invokes dhclient periodically to make the changes.

Valid options and where to put them are documented in the location I gave you previously. On my RHEL 5 servers NetworkManager is disabled while "network" is on; whereas on my CentOS nodes NetworkManager is not even present as a service but "network" is on as well.
